
Warning! Spoilers ahead for Darth Vader #15
In the latest issue of Marvel's Darth Vader, it's been revealed that Darth Maul built Crimson Dawn to potentially be bigger than the Sith themselves. With recent issues confirming that Lord Vader recognizes the power behind unity and strength in numbers, it's been teased that he'll soon be setting his sights on Crimson Dawn, the criminal syndicate formed by Maul in the aftermath of the Clone Wars, which also has a vast network of agents during the War of the Bounty Hunters crossover event. Furthermore, Maul might have even built the Dawn in direct opposition to the Sith's Rule of Two, a mandate that Maul himself suffered from during the Clone Wars.
After Maul was cut in two by Obi-Wan Kenobi during The Phantom Menace, it was revealed years later that Maul actually survived, fueled and sustained by his rage until he was found and restored by his brother Savage Oppress. In response to his master Darth Sidious replacing him with Dooku, Maul formed a Shadow Collective of crime syndicates in order to get revenge on Obi-Wan Kenobi. Furthermore, he instigated the Siege of Mandalore to bait and kill Anakin Skywalker, having sensed Sidious' plans for the Jedi who would become seduced by the dark side and eventually become Darth Vader. Maul wanted to disrupt his old master's plans as revenge for how he had been discarded.
However, Darth Vader #15 from Greg Pak and Raffaele Ienco reveals just how vast Crimson Dawn truly is, and prior issues have revealed several agents of the Dawn have infiltrated other syndicates in a massive endgame that could see Crimson Dawn rising to even greater heights. It seems as though Crimson Dawn was built on a principle of having strength in numbers. This is certainly an advantage over the Sith and their Rule of Two, which dictates there can only ever be one master and one apprentice. As such, it's possible that Maul built the Dawn with that in mind, having been spurned by Sidious who was quick to replace him.

With Crimson Dawn having only recently come out of the shadows led by Lady Qi'ra (Maul's successor), it's already unified in great numbers, something the Empire probably wouldn't have tolerated had it been aware. Likewise, previews for future issues of Darth Vader have confirmed that the Dark Lord will be hunting down Maul's Crimson Dawn, recognizing its power and the threat it poses now that it is active in the galaxy once more. Even now, Darth Vader #15 ends with Vader and his assassin Ochi slaughtering several agents of the Dawn, despite the fact that there are apparently countless more throughout the galaxy.
In any case, it's quite likely that Maul saw the benefits of great numbers, having grown embittered and suffering thanks to the Sith's Rule of Two. While Maul may not have lived to see Qi'ra's plans for Crimson Dawn by the time War of the Bounty Hunters takes place, it's evident that the former Darth Maul built something big enough to live beyond him to continue his legacy, as it's certainly big enough to warrant the attentions of Darth Vader himself.
